DHS Hiding Billion ammo purchase

Maybe you've seen some of the headlines on Drudge Report about different agencies buying up ammo - like Social Security - but it appears the DHS is trying to hide this fact by redacting their own memos on the matter. Okay, again, why are they buying a billion rounds of ammunition for a domestic based agency? Hollow points no less.
